The SIGA thesis is based on under-counting. Mpox was endemic to Africa and has just now made it to first world countries. Since physicians didn't know what they were looking at, many mpox cases were not initially diagnosed as mpox.

That basically boils down to California and New York.

Once you look at California and New York, then look at the response, then look at the CDC desperately trying to stretch an untested vaccine by 4x based on a single medical study, you end up putting everything that you can possibly liquidate into SIGA.
