ESRGAN + the Manga109 model. Looks about the same as Waifu2x, which makes sense as that pic is what Waifu2x is supposed to be for. desu it exposes flaws in the drawing and I'd rather keep it 480p

I trained a "Pixar" model using CGI movies and prerendered images, but it looked about the same as the manga model, so I'm moving on to game textures.

It'll likely do even better in the next few years. SRCNN from 4 years ago was the first deep learning SR paper, and it was primitive as fuck, doing about as well as non-deep learning scalers like A+ and dcci2x.
