The anwser is simple, there is a conspiracy involving Tokyo, and there is a single known member of Tokyo apart from Tomitake and Takano, and it was a woman named Nomura who had the same age as Takano(Mid 30s)
Umineko takes place 3 years after Higurashi, and Ikuko's age is 40 years old, which matches perfectly
There are more obvious hints to Ikuko's being Nomura's real name, one of them being the fact that she explains her vast wealth by saying her family is rich but for some reason her family dislikes her so much they ignore her, which contradicts with the fact that she hasn't worked a single day of her life yet still has enough money to hire multiple maids, which doesn't make sense because if her family hated her they wouldn't have given her enough money to live with maids for decades, a more reasonable explanation being that she works for Tokyo
After you realize this the rest is easy, Takano worked with Battler's family to obatain the Ushiromiya wealth, but after it failed thanks to Eva she protected and hid Battler, incriminated Eva so everybody would hate her so nobody would care about investigating her death, leaving the way open for Okonogi to poison Eva and become rich after Ange was dealth with either thanks to Tohya's forgeries convincing her or to Amakusa sniping her
