I mistakenly deposited USDT from Arbitrum to Binance via the Arbitrum network. I saw they have Ethereum ETH deposits from Arbitrum to Binance enabled, so I wrongly assumed i could send USDT as well.

I submitted a recovery application, which has been now declined several days later. I'm a bit confused as to why, since Binance a) allows deposits from Arbitrum, but just ETH, so the hot wallet clearly works/is integrated with Arbitrum and b) has also of course listed USDT.

It was a substantial amount of money and am willing to pay a high recovery fee if I can get it back. Anyone got any clue as to what to do/can help me out somehow?

Sadly there's not much that you can do personally to get the coins other than to continue be on Binance's back about it. About access to the tokens? Binance definitely have it 100%.

What you can do is to track the money on Arbiscan (through the tx) and see if they actually touch them and move them at any point. If it was a personalised address to your account, it should be the same address you send ETH to (on Arbitrum). Maybe try a small amount of ETH there and see if they are automatically moved out to another acc or what happens. That's definitely a substancial amount (10x my pf) and I wish you best of luck.
