Maxing retirement accounts is overrated. They're good to have and put some money aside and get any matches, but going overboard is detrimental to maximizing your overall wellbeing across the timeframe of your life on the whole.

Typically with a retirement account you're putting money into some passive strategy and just sitting on that for an extended timeframe. Ironically, this is the least beneficial way to operate one.
Think about it. If you hold an ETF outside a 401k for 15 years, you'll pay zero taxes aside from the small divvy, if it has one. At the end, you sell and pay a 15% cap gains tax.
Had you held that ETF or some similar fund offered by the 401k, you'd cash out tax free and save the 15%. That's a mere 1% savings per year.

Where tax-advantaged accounts really win is through active trading. Eating short term cap gains in a portfolio with 100% turnover can really kill compounding.
But if you're not going to trade around, you might as well keep your passive money outside the IRA account, in a regular brokerage where you have the option to cash out on demand if some major expense comes up.
Early withdrawals from a Roth IRA eat a 10% penalty on top of cap gains. Trad IRA withdrawal is a sudden spike of income that pumps you into the higher marginal tax brackets.

You're right. It's a complex evaluation. I provided some simple counterpoints to display the potential downsides of maxing, but it's not like you should completely ignore retirement funds either. Every situation is unique. Everyone must make their own personal evaluation.
It also depends partially on age. The closer you get to retirement, the more worthwhile it is to add more into retirement funds. All those negatives slowly get closer to disappearing and you're less likely to urgently need fresh money as savings in a normal post-tax account. Shifting allocation towards bonds makes more sense at that point as well, and those are pretty tax-inefficient.

I don't think covered call funds are particularly relevant since they're not viable longterm holds anyway.
