If we apply the broader definition of the word "youtuber" (i.e. anyone who maintains a content creation presence on youtube, regardless of whether it's necessarily streaming, i.e. makeup tutorial people, educational channels, comedy channels, etc.), then yes, she is a Virtual youTuber.
However, is there an official Miku channel? I would argue that if vocaloid/whatever company is behind her model don't make content of their own, then the fact that she is basically a model used by other people to make content would not make her, herself, a vtuber.

Not a vtuber but she deserves a seat at the table for being a predecessor of sorts. vtubers probably wouldn't exist as we know them if not for Miku becoming a phenomenon as a virtual idol.
