Because regardless of much he has pushed them they're still lagging behind the girls by a lot, he wants them to be popular, like people always joke about how they're the pet project, but to an extend they really are, like it's well know a that a bunch of the first homos are actual friends with Yagoo, so it shouldn't be a surprise that they get preferential treatment when they're getting drinks with the CEO.
He has said before that he regrets making them separate entities, and if allowed to re do it he would make Hololive mixed gender, I don't think he's a bad dude, if anything it's the opposite, he feels regret because his initial set up for the stars (separate branch under a separate company, no managers, forbidden from having any interactions with the holos) screwed them over big time, and has been trying to make it up to them for 5 years. But maybe it's too nice to understand that the homos getting screwed was needed for Hololive to incline because had they mixed the homos and holos Gen 3 would have never been the breakout hit that allowed them to get where they are now.
