I have my drive formatted with winhiip and the games are added. What do I do now? Do I just plug in the drive and go? Will the network adapter work without a hdd? Because I want to test it to see if it works before I do anything with it

Bought a pawn shop PS2 the other day and was very pleasantly surprised to find it had a mod chip in it. I find it's honestly less of a hassle to burn iso's to DVD's rather than fucking around with OPL, and compatibility modes through a network adaptor HDD. It's rejuvenated my love for the PS2 and having this nice little selection of DVD's has been motivating me to actually play the games I burn rather than just staring at a giant list of games on the HDD. When the laser dies, I'll either replace it or get a slim PS2 and use that new method where you can run burnt DVD's without any kind of modding. My girlfriend has been doing the artwork for my burnt discs too.

You will need an alternative homebrew entrypoint like FMCB. But no, a HDD is not necessary.
