Both Waifu2x and ESRGAN are neural network filters. Waifu2x isn't a classic scaler like SAI or hq2x. It's definitely smarter, just compare this. I deliberately didn't enable the JPEG artifact reduction for Waifu2x. The upscaled image would have looked even better if I had.
