What makes me uneasy is that there's barely anyone in that city.
The hotel will stay empty for years, just like the rest of the buildings in the area.
The people you're seeing is the average amount of people in that city at any one time. NK is just so crazy in its fervor to build things that no-one in the country can afford to use.
