I wonder about the end goal of Kanako reinventing herself as a god of technological progress. She's trying to build up her shrine and base of faith by creating infustructure from the ground up and create some of the comforts she'd grown accustomed too during her life in the outside world, but that will only have the same effect as it did in the outside world.
It is a smart move, to move Gensokyo forward with yourself as the head, but this will inherently change Gensokyo by destroying the Youkais position. Kanako denies this of course and thinks it can be controlled, but whether she's able to control the wave or merely rides it the results may will beyond what she's expected.
