When puppies get their tail or ear cropped by a professional veterinarian they are not in pain because the nerves have not fully developed in their ears or tail yet. If the dog is fully grown than yes I agree it should be banned. The cropped and docked Doberman look is the breed standard, Dobermans were traditionally used as protection dogs and for that job they need to look intimidating.
