The impression I get is that Omega was in kind of an echo-chamber mode because he felt like the king of the world from Myth's success (if he is the same dude responsible for them that is) so thought Council was going to be an innovative envelope-pushing type deal with a focus on lore and a story with their manager also being an official character etc. In reality I think he focused too much on the setup and not enough on the execution of who to actually pick for the characters.
