I do it with a news scanner, Benzinga being a good example. If the penny stock pumps on legit news that includes words like "cancer", "treatment" "phase 2", etc. then you don't touch it. But if it pumps on BS like electing a new board member or if there's no news at all then it's fair game. You need a scanner to tell you what's actually pumping in real time. Tradingview has a decent one, if you want to pay you can use tradeideas which is what I have. Watch for something with a low marketcap pumping on unusually high volume and you have a possible candidate. For brokers, if you're broke you can try Webull which offers shorting on easy to locate stocks and doesn't have a minimum other than whatever it takes to open a margin account. If you get serious then try a broker like Lightspeed which is what I use. They can do locates on hard to borrow stocks and they route directly to the exchange for faster trading.
If you need a very specific strategy, watch the charts for this: 5 minutes candles, RSI over 90, 5 green candles in a row. Wait for the first red candle to close below the previous candle then enter your short. Stop loss is just above the highest candle and take profit can be when price touches VWAP, 9 period moving average, first green candle, or whenever you feel like it. An example of this strategy working perfectly you can study is on ETSY in pic related which happened a few days ago in pre-market
