It's a leveraged ETF so basically a derivative of a derivative. The upshot is the split will have no effect on the price. The split is to make it so new investors can get in more affordably, also so boomers don't look at a $650 share price and think it's "too high". The price of SOXL fundamentally rests on the movement of the underlying stocks like NVDA, AMD, INTC, TSM, etc. and nobody will be buying or selling those based on a split of a leveraged ETF they've never even heard of.
