I would say wage reform/UBI would be a good first step. I wouldn't say that it is the solution though.

What I genuinely think would work far far far better is more public works programs. We have a lot of areas in the US that are pretty much a wasteland that the government doesn't want to invest any money into, and the people within the community don't want to put their own money into it because they most likely will never make that money back or see the rewards.

If we funded public works programs we would help get people jobs with good pay, while also improving the infrastructure of the entire country and communities of people who are economically disenfranchised.

It would help solve things like food deserts in rural areas for instance. Its not economically efficient for people to drive 40 minutes to the grocery store when they can go to the McDonalds 10 minutes away. Etc etc

Would also help redlined communities get access to money that would help them stop companies from dumping waste and shit in their communities or setting up factories a mile away from a school. That improves the health of the community which means less money has to be saved for medical emergencies, resulting in more spending in the economy, leading to more growth. etc
