Pekora is obviously the biggest star in Hololive. Who cares about sub counts when you can reel in the kind of audiences she does on a daily basis? Top 3 would probably be Pekora, Marine and Miko. Gura could be up there, but she never will unless she puts herself out there more.
Note that I'm saying this as someone who doesn't watch Pekora, but loves Gura. She's is great and I enjoy her content. She's the undisputed queen of HoloEN, but JP is a whole different ballgame.

To me sakura miko is the current best vtubber. her streams are always nicely done with original assets. lot of viewers, maybe not as much as pekora but close. she has a lot of connections in hololive (pekomiko, micomet, mikorone, subaru, ...). She become stronger than ever after a long hiatus, her story in the industry is interesting, she's an OG. She is much better at voice acting than Pekora. Mikopi is a terrific community. It's hard to not like her.
