Looking at how merch is in Hololive, it looks like most of them put pretty good amounts into their merch, assuming cover only merch would be something like acrylic stands. Hololive expects their talents to front the cost of producing merch. That's why HoloMems get such a big cut of the profits. Cover provides merch maker contacts, support on ideas and what is/is not allowed for legal/overseas/shipping purposes, and the final yea/nay for the go ahead to start production.

When nijiEN was created they were going against holoEN in its prime, back when they were still pulling 10k on completely average streams. It wasnt a suicide branch but they half expected it to underperform (they had no EN scouting, no EN market experience, no managers,... chances are if Elira hadnt joined there'd be no njiiEN at all). This means the branch was chartered with zero budget, retarded revenue streams (all merch goes to niji, because they didnt trust rushed zero experience streamers to get superchats), limited management* and equally retarded stipulations on when and how niji actually helps with streams (niji doesnt contribute at all to streams and they have to pay out of pocket for everything else. This also happens in holo, mind).
Any retarded managerial decision in nijiEN can be traced back to the branch being cretaed as a borderline suicide branch skeleton crew deal, to be filled later.

Branch management already holds all the cards so unless talents start compaining directly to ichikara things are unlikely to change. Niji middle management do maybe four hours of real work a month, its not going to come from them.
Talents themselves are happy enough with the current "talent freedom" situation. Workaholics like Selen can put in several thousand into custom streams with zero interference and using the niji rolodex, Petra can put in zero real effort and no one gets in trouble.
If anycolor was a western company they'd probably trim down management or put in more involved handler-managers like in hololive, Japan just really hates messing with things that work even if they could work better.
But then again holoEN started hiring US-trained management and thats how we got the whole omega thing so maybe niji actually got it right the first time.
