Because vtubing is an activity that only an otaku would want to go into, western otaku sometimes might actually try to learn japanese since it´s the language of the stuff they like, japanase otaku don´t need to learn english to enjoy otaku shit.

It´s like asking why there are more english literature fans in japan who can speak english, than english literature fans in the west who can speak japanese.

Also, Cover is a japanese company so they might have considered knowing japanese as a big plus for auditioners when scouting people, on the other hand, being able to speak english is obviously not a concern when scouting for the JP branch.

As much as I hate JP-wankers, there are no four JP fluent ENs. Kiara and Irys are fluent, Bae and Ina are passable, and Mori is as fluent in Japanese as Haachama is in English
