It'd actually be closer to a redraw, which is actually really common in the art community although it is indeed creatively bankrupt.
However, drawing is much easier for a single person to do than it is to compose a full arrangement, come up with lyrics, and have the skill to actually produce the arrangement and sing the song.

To draw an anime girl on a photobashed background only takes 1 skillset.

They aren't creative but it's fun to hear different voices sing the same songs.
However I feel like there's something wrong with utaite/vsingers who immediately cover a song a week after it drops, getting even 10x the views of the original. Feels disrespectful to the original.
