You'd have a point if Wittgenstein didn't continue to write after 1930.
Early Wittgenstein was prententious thinking he could figure out and clearly define language or even philosophy as a whole, but he outgrew his early positions and made some great observations about how we use language.
I'd recommend his "Philosophical Investigations" to anyone with an interest in philosophy, language or communication, it's still an insightful read.
