Sinple, by not playing favorites on internal channels and offering the same opportunites that any of them can take advantage of.
All Holos have the option to do singing/dancing lessons, the same first come/first serve for requests for songs etc and so forth.
It also helps that the culture of 'box pushing' means that internal rivalries are minimized as everyone gets some opportunities with sponsorships (see the Aki, roberu, Pekora choices for the Netflix promo).

If cover ever dared to play favorites without a very, very, very good reason (Gura nendo fasttracked due to ridiculous record breaking subgrowth and popularity), they could very well get torn apart from the inside due to catfighting.

The first couple gens were kept mostly apart for a reason. The following gens were then forced to familiarize themselves with each other to build friendships. There's obviously some friction, but it tends to be among the more menhara ones (Masturi in general), or forced intergen stuff (Luna with Flare/Noel, Gura's Among Us). The managers really do seem to act as handlers (for better or worse), and now try to keep similar people together or at least people that can actually communicate. There's a reason the recent JP/EN collabs are all JP speakers exclusively.

I think pivoting to hiring 3 hags + 2 young'un for every gen builds a nice dynamic to keep everyone in line. The older ones have been in the industry long enough/worked enough menial jobs to know how good they have it at Cover, while the younger ones inject fresh ideas to keep the content from getting stale. The hags can also coach and keep the young ones in check before they can stir up too much troubles.
