I have a question. When picking a design for a vtuber model, is there such a thing as a bad design, something that would just be too complex/difficult for a rigger to animate? The design is a bit confusing to me but understanding the thought behind the pieces may help direct a color pallet.
I'm not sure I understand why she has a grenade, fish-bones, and bat wing in her hair. These are all pretty different so knowing where they all come from would help. She also seems to have bird wings which feel a little at odds with the several bat wing elements, but I may be missing things.

The problem with coloring this is that it's quite busy. I'd focus on removing all the accessories and doing the base color first.
Colors should also be about your personality. You say you're bubbly so pastel if you're also a warm person, more vibrant colors of you're energetic, or dark shades if you're gloomy/emo.

Make a mood board of the things you like, pick a job, pick an animal, pick a certain time period/time style and then mix it all together. That generally creates a pretty decent vtuber though you dont want to necessarily mix both job and animals together since that may be too much.

If you wanna put all the accessories on your design, you should make them smaller and put them all over your body like badges, patches, hairpins, earrings and more instead of just the hair alone. Otherwise it looks too cluttered on the head.

I would ditch the bat elements and if you want to keep them switch them for feathers or feathered wings to lean more into harpy. The fish-bone would be cute and maybe could be used as a pattern on the sleeves as well as the hair pin.

The grenade makes sense for your content but feels a bit at odds with the chemist ideas. I would maybe consider going full chemist or more tactical. The chemist bits could be ammo pouches, grenade belts or things like that. Or the hair pin could be a more specific chemistry based grenade?

I know you said you liked pink hair and pastels to fit your personality. Light blues and greys in the outfit might be cute for the fish-bone themes.
