As poor as LatAm countries are, there's a shitload of weebs there. A lot of millennials grew up watching normalfag stuff like Dragonball and Naruto and "Super Campiones" (Captain Tsubasa). You wouldn't see a lot of supas but you'd see a lot of viewership. Not sure what that counts for but it's gotta be worth something.
Of course, I'm a spic myself so I'm somewhat biased. But you also can't ignore how many spics invaded Coco's Spanish Duolingo stream and Haachama's taco cooking stream

Indonesia is the 4th largest country in the world by population, with a growing amount of those people being connected to the internet. The only bigger countries are China (you have to walk on eggshells to avoid getting censored, especially if you're a foreign company), India (relatively low internet connectivity rate despite the huge population), and the U.S. (arguably the main demographic of all these EN branches).

Hololive wanted to expand its market but wasn't ready to do it globally. So they tested the water by building a side branch in a country full of weebs and also speak english. Indonesia is an Asian country, has a good relationship with Japan, similar work ethic, and Indonesians love Japanese culture. Indonesians are also aware of idol culture because of JKT48, a sister group from AKB48. They exist for a long time too and still going. So, the existence of HoloID makes sense.
