I think you guys have been spoiled by the view counts of pekora/kuzuha/migo. Pulling 20k viewers is not a common feat. Most people with taste will tell you Jerma is one of, if not the best streamers, and he regularly only pulls 13k-25k if I recall correctly. People will make fun of mel and roboco for getting 2k-4k viewers watching live but those are pretty big numbers when you think about it. Most people won't have that many people watching them at once in their lifetimes, much less regularly.

I think this is COVER's way of trying to keep them interacting with each other. All the other Holos did stuff with each other while they were under collaboration restrictions, but once they were free to do stuff with others their interaction within their Gen drops. This "council" idea will make them have to work together more often.
