Depends on your budget. The best way is to go to a gym that has all the equipment you'll ever need and trainers that will show you how to do the exercises. The cheapest way is to do bodyweight exercises only but personally I find it difficult to keep up movitation with bodyweight only. A slightly less cheap way is to buy dumbbells with changeable weight and to do exercises with that. says. Figure out how to manage your recovery if you plan on keeping up the cardio, cycling is low impact so you can probably keep that up but running might be harder.
Starting Strength or Stronglifts (ignore their diet advice, just use common sense that you need to eat to grow) works fine for linear progression for 3-6 months, you can do Texas Method for the rest of the year after that probably. Once you have some baseline strength (very easy) you can decide if you want to focus on weightlifting (cleans and snatch), or powerlifting (fatass bulkmasters), or bodybuilding (already having a near 3pl8 bench will help), or just focus on a sport.

In my first year my progress (according to my notebook) using this exact process was

>Squat: 135lbs > 425lbs
>Bench: 105lbs > 290lbs
>Deadlift: 165lbs > 495lbs
>OHP: 65lbs > 190lbs
Just by following well established training methods and being consistent anyone can make good progress. Strength training is incredibly simple as long as you don't overthink it and train consistently without injuring yourself.
