Maybe I'm being presumptuous but the way I see it, there's two simple reasons Nerissa's anniversary merch didn't sell as well as it could have.
1. The anniversary stream wasn't celebratory enough. She went through her debut and viewed the fanbook the jailbirds made for her and chatted a bit at the end. It would have been better if she did something more. Maybe sing some songs, or something else to mark the action and make the stream more memorable. By doing so, jailbirds or other viewers would have been more inclined to commemorate the anniversary and the anniversary stream by purchasing the merchandise. But the merch itself was also sort of the problem, which leads me to...

2. The merch set didn't feel like an anniversary merch set. It felt like just any other merch set that Nerissa could have plugged in almost any other stream. Instead of merch themed around celebrating her anniversary, it was just...hanging out at night in front of a convenience store... To add to that, none of the merch had designs that stood out in particular. It would have been better if there was an item that could serve as the centerpiece of the set. I do like that the cup and the bag are at least going to have practical use, but a cool item that even if it were impractical, would have helped it sell better.

That's pretty much my 2 cents.

Only the fact that the limited item is limited matters, not the rest of the merch. A more celebratory stream wouldn't have changed that. It's about being one of a select few that have something special from your oshi, not what it is or what it came bundled with. The only way a more celebratory stream could have affected this is if it makes Jailbirds decide they like her enough to want to be part of that select few.

That's part of why I think Nerissa should have done more to create a better mood and atmosphere to build up towards the merch drop, so that Jailbirds wouldn't be ambivalent or on the fence about it, they'd get nudged or pushed over the line to make a purchase, especially if there was an item in the set that they'd feel like was a must-have I need to get it in my hands ASAP.

For instance, FWMC vs. Nerissa on merch selling is skewed primarily because that is still two mindsets and two types of audiences forcibly merged into one versus one, people. Ruffians feel like the type that would take out a loan to just get it all, while Jailbirds support her but get the things they really want. Her clothing did well, and its kinda telling that people mainly shitpost with skateboard metrics, when the last bits seen had the more female oriented shirts selling quite good for hers and the Jailbird shirts. Plus her hoodie is actually quite freaking good. Very comfortable and the design looks better in person.

All in all, what she should take away from this is sometimes you gotta really push in everything you market. Make multiple shorts of SMN, do funny little skits like you did before. People like you ya foolish bird, don't act like you're someone lucky to make it, act like they're lucky to have YOU and flaunt it. She hasn't noticed that Biboo has always, with subtlety, saw how she looks up to Rissa, with the natural style that shines though her geeky cuteness, how other people see that. And she just needs to acknowledge it herself.
