you're literally right about it not being a "cull." but the thing is, is that you're only right because that's how YT and Neal see it. They think that every small little tweak to counting CCV makes it closer to the "real number," which is why the various culls and CCVID will always keep coming back, at least with Neal in charge. HoloEN is going to keep having its permanent cull, HoloJP is going to keep having its permanent cull, they're going to keep culling CCV in ways that don't make sense, they're going to keep showing false numbers in an attempt to separate the "fake numbers and bots" and the "real numbers from active participants." We call them culls because that's the truth of it.

This inherently provides less for their advertisers, so they make the numbers less impressive so that potential new viewers are less likely to click, per the mindset of BIG NUMBER = GOOD.
>Why are Nijis & Homos usually less affected by culls?
Because they actually advertise a fair amount on the site, so YouTube keeps that in mind and "pays back the favor" by letting their CCV numbers stay closer to the reality. Also due to a larger SEA audience, which means less importance on advertising potential.
Every little tweak and cull that gets implemented is only to help provide advertisers with a better number for their needs, even if it means that a lot of, or maybe even MOST viewers watching a stream don't actually count towards the number that they should. I expect this new round of CCVID to go away soon, though. Partly because fleshies that YouTube PAYS to stream exclusively on the platform are being affected, and partly because it's a glitch that's related to the new features that are getting rolled out.
