Another thing that shouldn't be forgotten is that it can take time to set shit up. I don't think we know when Doki started preparations for things to be ready, but even she was completely unprepared on debut. Outside of Hex (The Wex), kunai and vivi I haven't seen anyone giving off intent to graduate.
