In fact they get bullied so hard out of the generals that there have been multiple continuous cases of someone trying to start shit in a general and rhen running away to the catalog to get their (you)s. The subject-based board splits are much more successful because they just partition the userbase by general interest, not by type of thread. You need a slow enough posting rate to keep deep discussion viable, while still avoiding enclaves in the board which eventually relegate the outside of generals as a place only shitposters bother venturing int, while simultaneously diluting thread quality because now people routinely bump and chat just for the sake of keeping the thread alive.

I think it depends upon how much you know about other boards.
If your reference is places like Twitter or reddit where rule breaking posts get hidden and then maybe deleted within minutes, this place might feel like anarchy, but compared to most other boards where the rule breaking posts stay upto weeks and even months while the thread struggles to hit bump limit, this place is fairly well moderated barring a few hours every day when mods are asleep.
