They debuted them at a time where mixed gender collabs still happened. Debuting with a complete ban on anyone from the group interacting with the other (including members like Fubuki who wanted to help), pushing them to the side and only remembering about and rescinding the policy sometime after gen 3's growing popularity, .LIVE's collapse and NSS already caused a culture shift towards being unicorn friendly made the affiliation of being "Cover's male counterpart to Hololive" pretty worthless.
In the long run I think it's better that they've had to build up their fans and the culture around them by themselves though. As much as numberfags like to whine about them, they're not going poorly when you look at the other second tier agencies out there like Animare or Re:Act, they're stable and slowly growing.

To add to this, for all that Lazulight talked about doing male collabs and interacting with males, they really haven't done much in that department, male collabs have been kept to a minimun and tame and in general they haven't shown much actual incentive in doing them, which is especially noticeable with Elira, since she has collabed a lot but most of those are with girls only or with one male among several other girls (Barderas being the exception), not to mention that on several of those, she was the one getting invited, and Pomu and Finana haven't been too different, though in Pomu's case is understandable considering her situation.
Ironically Finana is the one that seems the most willing to collab with males since she was the one to reach out to Reza for the Temple exploration and she extended an offer to play RE with Oliver basically the next day after his debut, which is considerably more than what the others have done, even though she is a walking minefield for any male unless she limits herself like she did with Petra.

I would agree with you, but the biggest example we have for HoloEN kinda proves you wrong in some ways. Mori's collabs with Rikka all had less live viewership and vod viewership than collabs with either her female senpai or female indies. And even her impromptu Shadowverse stream with Giguk had more views too. Now it's hard to pinpoint the reason for that, but I wouldn't be so sure that the western fanbase mostly fine with male collabs.
