I think a big part of it is the "new channel" or "untested channel having huge numbers as their first content" check. It would explain how even with these verification blockers, things like the Hololive New Years Concert can easily burst the 200k barrier.
It's part of why I don't know how much I can trust the "Second Debut CCV Decline" numbers, because they drop so methodically no matter what happens on screen. It really feels like it's just chunking down the viewers to about the hard cap level.
