I don't think it has anything to do with it being a successive generation of media as much as there literally is and will never be any option any time soon but to learn the language or miss out on the vast majority of the Japanese content. Anyone who has been watching clips and gets past just having a casual interest soon realises that there is a wealth of stuff, often about vtubers they are consider themselves to be fans of, that they aren't being shown in those translations.

Compare that to say anime where you can get the entire piece of media start to finish translated for almost anything the average person would ever be interested in, in high enough volumes to keep you going for decades.

So really I think its just that the lack of translation compared to other mediums that provides people with a greater motivation and incentive to actually do the work. That all ends up leaving you with a relatively high proportion of people in the fanbase, compared to some others based around Japanese media, that are at least willing to make some kind of attempt to learn Japanese even if that does fail miserably leaving only rudimentary knowledge.

There has already been good enough "genres" of content available to incentivize people to learn Japanese for at least half a century. The problem isn't what's available, it's learning techniques. This is still a difficult language to learn for a westerner despite what the average hyper autist Ken-sama on /jp/ will tell you. People have to be aptly motivated to learn the language and keep practicing, and this is going to take more than just an interest in manga, anime, v-tubers, etc. Only way this changes is if somehow it gets easier to learn the language, but I can't think of any innovation that may come. We're mostly likely just going to cheat with machine learning instead and subvert the need to "fully" learn it.

It's because vtuber fans have a higher motivation to learn than anime fans because there's an actual chance of interaction. Being able to watch your anime without subs is mostly just a convenience, but being able to leave a comment for your oshi and have her understand it? That's a bit more substantial.

With apps like Duolingo, free YT vids on Japanese and cheap Zoom Japanese classes, there is no reason why someone shouldn't learn a language that they want to learn, especially Japanese where there's lots of resources available.

I think the fact that they are consistently producing content the majority of which will never be translated is a strong motivating factor too. I am finding it hard to explain how or why exactly. You get attached to these characters through translated clips for example and then there is constantly new stuff from them you could be getting more out of but don't because you can't understand it. With other media types if it hasn't already been translated most people just never even get a chance to even get attached to the characters. Maybe there isn't the same kind of sense of missing out because you can't really know as well what you are missing out on.
