The 2.5M subs goal was never a hard requirement for 3D - they already said that and Ao stated it again a few days afterwards, too. ReGloss will be getting their 3Ds nonetheless.
The difference is probably just whether they will , or will not have to go through “punishment game” (which obviously is more of idol batsu than actual punishment) for failing to reach the goal
