Looking strictly at population is such a reductive way to view the potential audiences of vtubers in their relative markets.

The existing audience Vtubers in Japan are much closer to what we would consider a "normie" audience for Japan than for America or other western countries. Vtubers in the west are pretty much confined to the weeb demographic, which itself is a subset of nerd culture, which itself is not yet considered mainstream by and large. Even fleshstreamers, which have a significantly lower barrier to entry for a mainstream audience, STILL do not fundamentally appeal to normie audiences for daily livestream viewership even when they rack up millions of views on a platform like Youtube (as an example, Charlie).

The point is that there are multiple barriers to entry that need to be breached before you could ever consider vtubers to have an adequate path to larger audiences in the west. For now, they are almost entirely cannibalizing the previous audiences for other nerd and anime culture or livestreaming.
