Might as well use this thread to ask to anyone who remember... what did Civia do during this incident? Because outside of Spade Echo and Yoghurt being innocent, for me it was never clear whether Civia was also implicit or not in this whole ordeal. As a matter of fact, when she graduated, Yagoo went so far as to retweet, comment, and even pin her graduation ceremony, which seems like standard company policy until you realize he didn't do that for Artia or any other of the members who graduated (outside of Yogiri iirc?). She also got a 3D model like Yogiri.
Thus far, the only thing I could find that tied her to the antis was a moderator of hers who spammed Coco in her livestreams and that there was a rrat that, apparently, she followed the dev who made the mass-spam program on Weibo on some shit (nothing on the internet archive for this).

Naturally Cover didnt feel like that much risk to their talents was a worthwhile investment, and they were exactly right. China has introduced even MORE AND WORSE anti/vtuber privacy laws ever since.

Personally I think that Cover was seeing the explosive growth of the fanbase in the US and wanted to lean into the youtube algorithm recommending members and clips which is the modern hologarden model we still have now.
Youtube is banned in china and at the time you had several members like Aqua and Fubuki who were splitting their streams between youtube and bilibili and of course HoloCN streaming exclusively on bilibili. I think the coco incident sped up the decision to pull out of china and some of the background actions of the members resulted in the blanket terminations instead of allowing them to buy their models.
I think the antivtuber laws were a coincidence but make Cover's decision look even better in hindsight.
