Also the fact that there's only ever at most 1 loli per gen (with many skipping them) is indicative that most other people don't think there's that much appeal in them specifically. Also if you join that with the fact that they tend to go on hiatuses much more than average, it concentrates lolicon viewers in the ones that are streaming at any point, and even with that with the exception of a few it doesn't seem like this "loli=popular" argument holds up
