the difference is that Sekiro combat is designed from the ground up for the deflect mechanic
all of the fights are built around it
Lies of P, and any game that has tried implementing their own version of the deflect system, never go full bore into it
they try to make deflect and dodging equally viable, and the enemy attack patterns reflect that
they can be serviceable, but it doesn't reach that same perfectly tuned system Sekiro has

Removing all the rpg stat building stuff really helps I think. Sekiro can have its action be really focused on the art of sword combat in a Soulslike without having to account for other types of builds. But the prosthetic tools give you a lot fo variety within that system too as a sort of supporting magic system.
