Since a few anons were talking about the Hikakin boost yesterday, Kuzuha and Hal got a chunky sub increase from yesterday.

Kuzuha: 903->908k (5k)
Hal: 550k -> 556k (6k)

Hololive gets big sub numbers a day so it might not look that crazy, but this is insane for both of these guys. Kuzuha usually gets 1-2k a day and Hal is like 1k a day.

France is known to have a thriving manga+comics scene, but guess what language it's all in?
French. While there are no doubt a lot of English-speaking capable people in france, they will overwhelmingly choose media that is in French.
It's why expansion of a v-tuber scene into the EU would be difficult, and at best you'd get a lot of smaller langauge-specific chubbas, to some minor success.
As for EN decline, I've argued this point and so have others, that right now HoloEN is more stagnant than declining. After the various boosts of costumes and Coco graduation, we're coming back down to what's 'normal'.
Not that I'd say everything is 'okay' for holoEN, but a lot of the problems can be fixed with the introduction of gen2 to mix things up.
Remember, a data point or two is not a good way to gauge a trend. If all the collabs going forward are significantly down, then I'll agree that HoloEn is in significant decline.
