No, if they are preventing her from streaming, she wouldn't have been announced for events or showed up in collabs/events but this is clearly a choice that she and Vox are in. Vox has gone over to Bilibili to try and avoid the Western audience while trying to do something somewhere to earn money. Elira doesn't have that option and is stuck in even a worse position. Since Nijisanji is fine with her not streaming for now, the only limitation on her not doing anything is Youtube's 6 months on not doing anything and letting monetization slip. I guess she can slip in community posts to extend it but the main thing is that this is as good as it will get for people not remembering you. Waiting longer means the comeback is going to be a bigger event than it actually is. Best to just discuss with mods on how to clamp down and moderate and just come back now. If they could point the finger at her they'd have done so by now, to calm down the stockholders, if nothing else. There has been more than enough time to conclude an internal investigation.
So right now anytime Elira shows her face it'd reignite the drama to some extend, if they want to move as fast as possible, as far as possible from it, they need to get rid of her. Fastest way to bury the drama. But if she is innocent enough (meaning that was either management mandated or heavily approved by management) they can't blame her for it (termination), without having a very penalizing lawsuit on their hands. So they'll wait until she's fulfilled every obligation she has (AR and Singapore) and then let her have a prerecorded graduation video.
In turn when she goes indie, she gets to throw them as hard as she wants under the freight train, as long as she doesn't blame them of anything criminal. So right now they're in this state where both Elira and Niji are waiting for her graduation, while also keeping her active enough to fulfill whatever obligation she has and avoid another hashtag.

She wanted to stream and didn’t care that people knew who she was, but Anycolor wanted her to lay low so they could play up the defence angle for their legal case. So every time a new stalker popped up, the same cycle started all over again. That was actually a case of the company protecting its talents, but in a way that was overbearing for the person she was.
Elira on the other hand sabotaged her career since she volunteered to host the black screen video on her channel.
