These types of events don't require dedicated fans. They are just a "thing of interest" that all sorts of people attend because "wow look thing is happening, I will attend thing".
Hololive could easily do something similar. It's something a lot of westerners have never seen.

Just figure out how most events are promoted, and do the same thing. Do a couple radio ads, some fliers, some newspaper ads....etc.
You can get average people attending pretty easily. It doesn't all have to be superfans.

Hololive probably thinks "we don't have enough dedicated audience in LA to hold a concert there."
