Watching clips of your stuff here are some problems I noticed.

-You're a partner but you're still using a 3D model, get a L2D model done because that's more appeal to more audiences
-your game choices are very strange and do not have mass appeal. BG3, FF7, Nikke, Cyberpunk, Palworld, destiny 2 are all games that are sleepy RPGs because people have already watched them nonstop and they are not fun watches.
-looking at your stream schedule on twitchtracker, excusing your family break you seem to stream too sporadically throughout the month instead of keeping a steady schedule. 7 streams in January isnt too much at all compared to other vtubers your size.

twitch schedule is a mess, better to not have one than to set up false never met expectations on viewers.
shorts lack hashtags, there is no constant flow of edits on the "main" channel (there hasn't been a real video uploaded in the last ten months, even)
twitter can use some more activity, tweeting, threads, interactions with mutuals...
you have a complete model, yet i see no usage of it having it follow those premade dances that can be done by any model (idk what you are using, but i will suppose its average so it should be fully compatible with sfm and such)
you have no niche despite being partner
you have a somewhat low audio level, too.
even if you went through a hiatus, there is a clear lack of collabs, idk if you are pro or agains male collabs, i mean in general.

Start with an introductory tweet or something with a general design from a Piccrew (If you want a 3D look maybe try CustomCast? It's for iOS but since you said your phone may not be able to run TikTok it might not be able to run CustomCast either). Make a new Discord account, and try to join VTuber oriented servers to try to talk to other VTubers. Keep your Twitter clean and free from any drama. I personally would start trying to advertise the spaces everywhere I can and maybe have a topic where you just chat for 30 minutes or so about that topic.
