Raden didn't have her mask or her outit on until debut. People thought she was some twintail gyaru pre-debut.
People even thought Ao was a male and that this was a mixed-gen project. Not helped by her first tweet being "did you think I was a cute girl~? no, I'm Ao-kun". Which pretty much designated her as the fucking runt of the branch for the longest time.

And of course, the whole homo messaging fiasco.
Idk whose retarded idea that was, but tweeting at every single fucking talent INCLUDING HOMOS - and worst of all, the EN HOMOS - absolutely killed all the hype in the project.
It's not because it was the homos, it's because it showed an extremely HEAVY management involvement in an environment where that kinda shit was anathema.
Hololive has "restrictions" only thanks to their main streaming site being Youtube in order to avoid the retardation of copyright and demonetization. It's to HELP the talents not hinder them.
Talents are allowed to do their own branding in general, so this project had the smell of "management push" all over it. Probably wanted to control individual talents too, but the senior girls probably stopped their asses cold (which would explain a certain review whining about talents having "too much control").

In the end, thanks to that 180 into them being primarily "hololive", they managed to salvage it, although not as much as it would've been if it was a regular JP gen.
In a few years they'll be merged into JP proper as a "side-gen" similar to gamers, and people will never talk of the whole "Dev_IS" thing ever again.
