Legitimately, I think this is something a lot of westerners don't get about Nijisanji's strategy of having so many of livers. It's not about "if we have enough one has to make it big in general", it's about "if we have enough there has to be at least one (1) that appeals to every taste out there". Obviously not every niche has wide mainstream appeal, but they all have SOME audience out there, and Nijisanji wants to get as many as possible.

Male weebs are already targeted but female weebs are still mostly untapped. Anecdotal, but I have a female friend who recently started watching a niji male vtuber. She mentioned that she couldn't get into vtubers before because she thought it was all like hololive (not that it's a bad thing, just not her taste)

Perhaps, and maybe niji will make it big with males in the west. Or maybe they'll try and fail. After all, the western indie scene is already much harder for males to succeed than any other region, suggesting limited demand.
As for holostars though, pushing them in the west would be directly at the expense of hololive. As much as it upsets some people to admit it, there is an undeniable part of hololive's success that relies on their segregation from the males, and pushing starsEN, along with the inevitable integration with hololive that mori and kiara would push for, would be a completely unnecessary gamble with their golden goose.
