It is not that much the "hiring criteria" that makes the difference, yes it is important, but what sets him apart with respect to Nijisanji and Vshojo is that the organs don't have as much influence in the selection process.
Iron Mouse and Elira Pendora has a big deal of influence on it and that is a huge problem.
But this is specially bad with Elira, in whose case the nepohiring is insane... From irl friends like Enna and Millie, where Enna had none vtubing experience and even laughs in public as she says that she was hired by "accident", to almost entire vtuber groups (hanamori) that are under Elira's control before joining NIjisanji.

Elira has basically managed to run that branch of a Japanese Multimillionaire Corporation as if it was her very own third world country. It is beyond shameful. And again it just speaks of how pathetic is the captain of that yacht.

Maybe their talents are not the best.
But I think they have their internal trainings like your average software company.
They probably have guidelines on what topics/games/streams they can do, managers that help them from pre-debut, songs to sing, etc. aka a robust assistance system for their chuubas.
So even if the talent is mid, they can develop as time goes by.

But it's just a theory.
