She effectively quit about a year ago. Lots of possible reasons, no use speculating.

Cover makes too much money off her IP, so they don't want to graduate her. They agree to let her basically stay with the company, milk royalties from merch, and still gets her passive income from people who forget and/or are too stubborn to unsubscribe. In exchange, she has to show up for special events and stream for things like birthdays.

Whenever too many people wise up and unsubscribe, or whenever a new gen debuts and they threaten to make people say "I can unsub to Gura so I can sub to <new talent here>", she shows up to stream for a week or two.
