To my understanding it is allowed now as long as other chats aren't on screen. Only twitch chat is allowed to be displayed in stream. I see Leaflet do it all the time as she says "John from youtube said sugg muh dick" while streaming on twitch. Honestly it's more of a debuff as managing TWO chats and streaming service lowers your attention to just one and streaming on youtube is basically just streaming to the void. It would be better to focus and perfect the twitch stream then reupload to youtube.
