To be clear, what has happened today is that Anycolor has allowed their stocks to be used as a loan margin trading issue. This means that anyone with Anycolor stock can use it as collateral for a loan.
What happens is basically like this:
You tell your broker you want to buy 10K of a stock, but you only have 5K in funds, but you have, say 10k worth in Anycolor stock (at current market rate).
You can put up this stock as collateral for a loan. That is, you tell your broker, "if I don't pay back the loan, you can take all my Anycolor shares." Your broker will not loan you the full value of the shares, they will loan you a percentage of it based on the loan-to-value ratio, say, 50%. So if you have 10K worth then you can loan 5K.
Now you have 10K to buy any stock you want, while you also still technically "own" the stock.
If nothing happens, then great, you got free money to invest where before you had useless stock. You can see how this increases the inherent 'value' of Anycolor stock.
Now the danger is if the stock plunges. If it plunges, that is when your broker will put in a margin call, and get you to top up the difference. If you can't do that - if you are overleveraged - then you're fucked.

Those actions are generally reserved for mature companies(like your examples) with tons of money laying around and nothing much to spend it on. A young company, that should still be in it's growth phase, doing these things is a sign of desperation. Normally, at this phase in a company's lifecycle, they should be spending their money reinvesting in the company to help it grow. Not using it to manipulate stock prices. That comes later. Doing it this early is a sign that they are concerned shareholders are going to turn on them. They are trying to spread shares out amongst a larger group(that isn't familiar with the ongoing issues). Buybacks are considered better since technically the money remains in the company vs a dividend where the money could go anywhere once it is paid out.

That being said a company claiming they plan to do all these massive projects shouldn't be doing Buybacks because the money should be going to the projects.

This becomes an issue of stewardship. The people running the company just aren't very good at this. You have to make it work somehow. You just can't open yourself up to more legal liability while doing so. Do not trust, let alone expect, livers to translate for you. They may make mistakes, and are very likely to be biased. You need real professionals. You should also regularly audit the branch. You need to keep an eye on things. You should hire a third-party company to audit them. Do not trust the branch to do it for themselves. Do not trust JP to do it either, as friendships across branches could lead to bias. Keep an eye out for problems and take care of them before they blow up in your face.

You don't need to make the firings a public spectacle, but you do need to make sure that everyone is aware that you are cleaning up the branch. Lots of job listings. Ones that aren't embarrassing to look at. Have the few *trusted* livers remaining talk about how JP has stepped in and given the branch better, more helpful management. Talk about how there are way more managers than there used to be. Do more concerts in NA, possibly EU as well. Get the fucking 3D sorted out. Things like that. Show that you are truly committed to changing things for the better. With actions. Not empty words and 5 second bows.

Any livers who refuse to play ball with the new management will need to be phased out. Give them a graduation notice stating they are parting ways over mutual differences. Yes, even if they were ones involved in very bad shit. It might seem reasonable to burn them at the stake for their very real crimes, but it's not worth doing. Because you already did this to good people, doing it again will instill doubt in whether you have really changed your ways. You cried wolf too many times.

I would say consider suing any livers or employees that committed particularly egregious actions, but frankly your legal team doesn't inspire confidence and would likely lose the case. Which is another thing you desperately need to work on. Your legal team is woefully unequipped. Both foreign and domestic. Things like unenforceable contracts and NDAs, not to mention NDAs with inaccurate information, should never happen to a billion dollar company. It's a genuinely shameful display that needs to be corrected immediately. You need attorneys that are knowledgeable and competent in navigating the laws of the countries you hire people in; as well as the ones you do business in.

Once you get your affairs in order, it is time to reconsider other branches that you previously shut down. HoloID is thriving. There is no justifiable reason why NijiID should have failed. It will be hard, but you should make an effort to get back into that marketplace. KR also failed for reasons outside of popularity. I can't speak to its financials, but if it seems profitable it may be worth revisiting it again as well. Otherwise consider being the first major corporation to open an EU branch. It likely won't be as profitable as one streaming during NA hours, but it is a relatively untapped marketplace.
