There are several lactase (the thing that breaks down lactose that your body stops producing for fuckall reasons) supplement around, like the classic amerishart lactaid whatever, so ina and gura could totally have eaten the pizza, since many that know they're intolerant also get the supplements.
Ordering pizza while at Ame's house with her being allergic is a bit of a dick move, but I don't see Kiara, Ina or Gura doing that (and Mori was not there yet), so my rrat is that Ame ordered that Pizza, and it is why the pizza was terrible, since she can't eat them without dying, so she wouldn't know the place she bought the pizza from was shit.
This explains why the pizza was there despite the allergic girl, lactose intolerant girls and why the ingredients were shit.
Also Ame didn't have gluten allergy, but rather allergy to the borderline chemical warfare pesticides the amerisharts use on their food since she could eat fine with little issue while in Japan.
