Actually if this really was going to be Haachama's last appearance before graduating, it would look in retrospect to be in ill humor since Matsuri and the other gen 1s would be propping up a corpse. Matsuri would be looked at someone that took advantage of a girl that's already leaving. This way though, while Matsuri is also gonna take damage, Haachama wouldn't get away as blameless since people would just think up of an excuse for her. If anything, Matsuri could have dealt more damage if she had waited for after the stream to reveal the details, then most of the heat would be on Haachama for breaking a promise at the last minute.

I think this was the timeline, but correct me if missing something. So does the cardboard cutout mean Haato was remote voicing a cutout that staff was controlling and Matsuri was upset about it? Seems weird since Haachama let her know before hand. Or maybe managers fucked up and messaged each other but Matsuri's manager forgot to tell her about it, or maybe the wording was vague to mean something like "Haato might not be able to do it" without confirming if she absolutely will not. Sounds like there was communication breakdown somewhere along the line, but I can understand Matsuri being upset if the day of recording was July 18 and she literally found out right before or during recording. Either way, the explanation seems fairly simple: Matsuri didn't agree on a specific date with her before her break, and after her break she wasn't doing anything company-related, which was reconfirmed by her manager on July 2nd.
Could she do it on hiatus? Probably, but she didn't, neither for Matsuri nor for Rushia. The whole reason behind the meltdown is a misunderstanding on Matsuri's part, considering she's been ok with Haachama not being a part of it for 16 days before blowing up on twitter. The only reason she was pissed is because she still recorded for Rushia, but it wasn't on the same timeframe.
Rushia got Haachama to record before her break, most likely by luck, not necessarily preparation for that, considering Haachama didn't warn anyone of her break, but she did.
If they had set dates before her break and Haachama just didn't show up, then sure, that's much worse. But I'm sure Matsuri would make sure to mention that, she wasn't exactly being subtle in her rant.
